In Israel, 11 clients of prostitutes have been fined in 10 months
For 10 months a bill has been in force in Israel, according to which prostitutes will be fined not when they are arrested, but their customers. However, according to information received by analysts from reliable sources, law enforcers managed to fine 11 people during the period of the law.
Difficulties of the new law
According to the project approved by the Israeli government, at the first apprehension from a escort, guys will be fined 2,000 shekels. For a second offense, the amount will increase to 4,000 shekels, and for persistent offenders there is a fine of 75,000 shekels. But according to police officials, the new bill had implementation difficulties even before it was passed.
The fine system is flawed because instead of cash payments, the offender can attend correctional courses. However, there are no courses in any correctional institution that meet the requirements of the Ministry of Justice and are supported by the police and the Ministry of Social Welfare. The document does not define who and under what conditions can send amateur prostitutes to the courses, and how to act if the client refuses to attend them. Therefore, only 11 people who agreed to pay the required amount were prosecuted during the period of validity.
The positive side of the law was social and material support for individuals who want to leave the intimate industry. For this purpose, the government plans to create a specialized control service, as well as to build shelters for former prostitutes, where they can live until they find work and housing.
