For many First Nations people, living on reserve is a choice. Yet, for those who have to live there, inadequate housing, a shortage of jobs, limited economic opportunities, and a lack of safe and clean water are just some of the challenges that many face in a community they call home.
As a result, the quality of life on reserves continues to be a priority for both the federal government and First Nations peoples. This article examines the issues surrounding housing on reserve, with a particular focus on the design and outcomes of on-reserve programs – including formula-based support for housing and proposal-based initiatives such as Ministerial Loan Guarantees and Shelter Allowance – to explore whether they are working to address the need for sustainable and adequate on-reserve housing.
The report also examines the housing needs of communities that have opted out of the current on-reserve housing policy and how those communities can leverage funding, develop housing plans, and implement other strategies to improve housing. Finally, the report considers the impacts of newer initiatives to support on-reserve housing, such as the First Nations Market Housing Fund and community-driven projects funded by the Canada Mortgage and Housing Corporation.
