Seminole Tribe of Florida will be the exclusive operators of online sportsbooks in Florida
When Florida sports betting started last November, the Seminole Tribe of Florida was the only operator. However, there has been a lot of litigation surrounding the state's sports betting regulations and the gaming compact. This has put the state in limbo, allowing legal online sports betting to remain unregulated until 2025.
The Seminole Tribe operates the Hard Rock Casino in Hollywood. It also runs pari-mutuel facilities throughout the state. These pari-mutuel facilities operate banked card games and offer designated-player card games, which are similar to house-banked card games.
In 2021, a new gaming compact was signed between the state of Florida and the Seminole Tribe. The compact would allow pari-mutuel facilities to offer their own sportsbook brand. Pari-mutuel operators could receive 60% of the profits, with 40% going to the Seminole Tribe.
Online sports betting would be available through the Seminole's new gaming platform. All mobile wagers must be routed through the Tribe's server. During this time, the Hard Rock Sportsbook app was discontinued.
There was an effort to put a constitutional amendment on the ballot in 2022 to legalize daily fantasy sports, but the process fell short. DraftKings and FanDuel were the two major sponsors of this initiative. But, the campaign did not reach the required 25,000 signatures needed to qualify for the ballot.
However, in August, the Department of Interior approved a deal between the two parties. The agreement would allow the pari-mutuel industry to offer their own online sportsbook brand.
There were three different bills introduced in the House and the Senate. However, all of them failed to garner the necessary signatures to qualify for the November 2022 general election. Those three bills are now stalled in the Florida legislature.
While the Florida Legislature was unable to pass any sports betting bills in the 2021 legislative session, there are proposals being worked on for the next legislative session. One bill would allow the Seminole tribe to operate a mobile sports betting platform statewide, while another bill would allow for the state to operate sportsbooks at pari-mutuel facilities.
Whether or not the Seminole Tribe can operate a sportsbook will depend on the ruling from the federal appeals court. If the ruling is favorable, then the Hard Rock Sportsbook app could be relaunched. Otherwise, it's likely that Florida will go back to square one.

Lawsuits against the tribal-state gaming compact
The Cherokee Nation, Choctaw Nation, Chickasaw Nation, and Citizen Potawatomi Nation filed lawsuits against the tribal-state gaming compacts. These lawsuits were brought in federal district court.
In Oklahoma, tribal gaming continues until January 1, 2020. During that time, the number of card game tables will not decrease. Those table limits are not subject to change without amending the compact. However, the tribes do have the right to advertise their gaming activities.
There are 130 tribal gaming operations in the state, with 35 tribal nations operating them. The tribes are required to comply with state laws, including liquor laws at all gaming facilities. They also must follow state law regarding internet gaming.
In addition, the compact does not prohibit class II gambling. Tribes may conduct regulated gambling, such as pari-mutuel wagering, jackpot poker, and video poker. Licensed manufacturers of class III devices must comply with the technical standards outlined in appendix A of the compact.
In addition, the tribal-state compact must specify dispute resolution procedures, including notice of revocation and termination. It must also include a forbearance agreement. It must also provide timely notice of any dispute. If a dispute occurs, the state and other party should meet in a tribal forum to settle the issue.
